is it going to be something we can import, such as a .gif or even a .tiff ect like sprays in counterstrike?

Exactly.

I'll tell you from a technical standpoint, something you probably don't realize - when you click an open/save button in windows the dialog box that pops up is a generic windows thaang, for a full game like mine where the GUI doesn't use any aspect of Win32/MFC/etc you have to code every part of the save/open dialog window/box display. It is medium level programming but a non-fun task and a lot of work.

That has been completed, I have essentially duplicated windows GUI system in my game - minus the explorer style browsing. That dialog box's code alone should be enough to get me a job if I ever need one lol...

Win32 for folder browsing
Hand coded rendering for display
DevIL for image processing

Any spray, in any folder, in any format, any time baby.

did that kind of stuff with my secondlife bot program

That was maybe scripting for SL? - now imagine native c++ code -_- it took me nearly 18 hours a day for a few days if I remember correctly. Who gives a shit, I coded it, and it's mine forever-with lil' skinable bitmaps. There are so many low level special cases you have to consider in such a system.
